The following persons shall be eligible to be appointed as Chairman and Member of the Commission:-
(a) Protection of the rights and interests of tribal communities, promotion and empowerment of tribal communities or tribal tribes who have contributed for at least ten years in the field of human rights or law,
(b) Graduated from a recognized university,
(c) not being a member of any political party at the time of appointment,
(d) having completed the age of forty-five years,
(e) Having high moral character.
